(I) Responsible for coordination of matters related to comprehensive transportation system plan, working with related departments to work out the comprehensive transportation system plan coordinating highway transportation, waterway transportation and railway transportation, guiding the execution of transportation hub plan.

(II) Organizing the preparation and execution of industry plan, policy and standard of highway and waterway transportation; preparing and supervising the execution of the development strategy and plan of logistics industry and related policies and standards; guiding the administrative system reform of highway transportation and waterway transportation.

(III) Responsible for the supervision of highway and waterway transportation market; comprehensively balancing various transportation methods and guiding the optimization of transportation structure; responsible for management of industries including highway and waterway transportation and related business, urban passenger transport, taxi, mobile rental, handling and loading, transportation service and organizing the preparation and execution of related policies, systems and standards; guiding the execution of passenger transportation facilities plan in urban and rural areas.

(IV) Responsible for the supervision of highway and waterway transportation market; preparing and supervising the execution of policies, systems and technological standards related to highway and waterway transportation project construction; guiding the construction of highway and water route and organizing, coordinating, supervising the project construction, project quality and safety production; guiding the management and maintenance of transportation infrastructure; managing the use of port shoreline.

(V) Responsible for waterway transportation safety in navigable water areas; guiding the safety production and emergency management of highway and waterway transportation industries; responsible for the management of highway administration, port administration, shipping administration, transportation administration; coordinating the transportation of national key products and emergency travelers and goods; coordinating and supervising the trunk highway network operation of national highways and provincial highways; guiding the operation supervision and related coordination of rural highway network.

(VI)Assisting Huzhou Development and Reform Commission in productive service industries including logistics; guiding and coordinating the logistics industry of Huzhou and comprehensively managing modern logistics; taking the lead to boost the development of port logistics.

(VII)Offering advices about the scale, orientation and fund arrangement of highway and waterway fixed asset investment; guiding the construction of transportation construction financing platform; guiding the collection of highway tolls and waterway transportation fees and supervising their use.

(VIII) Guiding the information construction and technological development of transportation industry and publishing related information; guiding the environmental protection, energy saving and emission reduction of highway and waterway transportation industries.

(IX) Other tasks assigned by CPC Huzhou Committee and Huzhou Municipal Government.
