Under the lead of CPC Huzhou Committee, Huzhou Municipal Government and Zhejiang Provincial Communication Department, the city transportation system earnestly implemented the view of scientific development, comprehensively promoted “Five Developments” of modern transportation, built “Six Networks and One Hub” and “Five Traffics”, and created “Smooth Huzhou”, achieving significant results during the “12th Five-Year Plan” period. Over the past five years, the city transportation fixed asset investment amount rose sharply and reached RMB 30.43 billion Yuan, an increase of 13.7% compared with the “11th Five-Year Plan” period, among which RMB 3.88 billion Yuan were invested in railway construction, RMB 22.26 billion Yuan in highway construction and RMB 2.38 billion Yuan in port and shipping construction. New achievements marked by five “breakthroughs” and five “progresses” were made.
(I) “Five Breakthroughs”
——Historic breakthrough in comprehensive transportation network construction. Over the past five years, a total of 77.5 km of railway, 300 km of level-two (or above) highway, 296.4 km of level-four (or above) channel have been built or rebuilt, among which high speed railway was newly built, Huzhou section of Nanjing-Hangzhou High-speed Railway was successfully put in use, the construction of Shangqiu-Hangzhou High-speed Railway stared and the electrification transformation of Shanghai–Suzhou-Huzhou Intercity Railway as well as Xuancheng-Hangzhou Railway has entered the early stage, all of which are symbolizing the arrival of Huzhou “High-speed Railway” era. Upgrade of high-level highway and channel network has been realized, a group of key projects including the second phase of Hangzhou-Changxing Expressway, the expansion of Changxing-Huzhou-Shanghai Channel, rebuilding of Changxing section of National Highway 318 as well as Majiadu-Yizita section of Provincial Road 11 have been completed, several projects including extended section westwards of Shanghai–Jiaxing–Huzhou Expressway, extended section northwards of Hangzhou-Changxing Expressway, rebuilding of Deqing section of National Highway 104, as well as National Highway 104 Wuyi Bridge started. The proportions of level-two (or above) highway and level-four (or above) channels account for 17.6% and 26.8% separately, an increase of 4.3% and 0.8% separately compared with the “11th Five-Year Plan” period, making Huzhou the city owning the greatest proportion of level-four (or above) channels in Zhejiang. The total mileage of pathway and channel reached 7,660 km and 1,179.5 km respectively, the network density of which respectively came to 129 mile/ 100 km2 and 20 mile/ 100 km2. Hub plan has been growing sophisticated and the biggest transportation hub in northern Zhejiang —— Huzhou comprehensive transportation hub was built in 2013. 8 passenger stations and 3 freight stations at all levels were built during the “12th Five-Year Plan” period. The station system of “Zero-distance Transfer” and “Seamless Connection” was further upgraded.
——Strategic breakthrough in inland water transportation. Based on the traditional waterway transportation advantage, Huzhou actively strives to be “Inland Water Transportation Transformation Model Zone” and successfully makes it a municipal development strategy. Over the past five years, a total of RMB 2.38 billion Yuan has been invested in channels as well as ports and the position of waterway transportation infrastructure as well as inland port has been risen roundly, with 2 level-three channels of Changxing-Huzhou-Shanghai as well as Huzhou–Jiaxing–Shanghai, 275 500t-level (or above) quay berths, an Huzhou Port of annual handling capacity of 120 million tons, making Huzhou one of 28 key national inland water ports and a peak handling capacity of 178 million tons reached in 2012, ranking the fourth among national inland water ports. Huzhou thoroughly carried out the “Three Groups” special port renovation activity, closing over 600 small or scattered ports over the past 5 years, making it one of the most effectual in Zhejiang. The handling capacity of Huzhou inland container transportation rose from 11.8 thousand target box in 2011 to 185 thousand target box in 2015 with an annual increase of over 50%, ranking first in amount and growing rate in Zhejiang inland transportation. Modern shipping service improved dramatically and the first inland ship trade platform was developed in Zhejiang, completing 1,863 ship trades with a trade amount of over RMB 800 million Yuan, ranking first in Zhejiang inland transportation.
——Material breakthrough in urban-rural transportation integration. Efforts of urban-rural transportation overall planning were strengthened to improve public transportation service. Construction of “Beautiful Rural Road” was deepening, with a total investment amount of RMB 1.6 billion Yuan so far and a mileage of rural road of 6,763 km by the end of the “12th Five-Year Plan” period including 910 km of level-three (or above) highway. An all-around rural road network centered in downtown area, connecting counties and districts is basically completed. Initial results have been achieved in urban traffic jam improvement with priority given to buses, being the first in Zhejiang to adopt the PPP bus development mode, developing a bus development method with Huzhou characteristics of “led by government, operated by market and supervised by industry”. After five years’ quick development, the number of bus lines, bus transport capacity and bus station amount increased by 43%, 14% and 24% respectively compared with those in the end of the “11th Five-Year Plan” period. Two batches of a total number of 12,800 bicycles were put in use and a group of express ways and bus transit lanes were built, making significant improvement in the situation of dead-end highways and traffic jam sections. The amount of urban bus passengers rose from 6% at the end of the “11th Five-Year Plan” period to 15%. Passenger transportation and goods transportation in urban and rural areas developed integratedly and urban-and-rural buses has covered “every villages” with a serving rate of buses in administrative villages maintained over 98%; village good delivery covers 550 village points in Huzhou; express delivery industry developed fast with over 20 brands and a total amount of 117 million businesses in 2015, ranking 34 nationally.
——Key breakthrough in green transportation construction. Huzhou leads the province in green transportation construction with a total investment of RMB 2.89 billion Yuan over the past five years, and successively built several ecological sample projects of Ministry of Communications —— extended section of Hangzhou-Changxing Expressway, provincial ecological channel of “Five Water Work” —— Huzhou–Jiaxing–Shanghai Channel and other department-and-provincial level ecological model projects, among which Huzhou–Jiaxing–Shanghai Channel has been awarded the prize of national quality project. Ecological environmental management focused on problem solving and was integrated with “Five Water Work”, “Cleaning, Afforestation and Beautifying of Four Sides”, haze treatment and other work to carry out “Six Projects” of transportation and water control, “Cleaning, Afforestation and Beautifying” of road side as well as “Five Actions” of air treatment, finally developing “Three ‘No’s and One Promotion” green inland shipping system and acquiring experience in “Three Ones” express way outdoor advertisement treatment and yellow-label cars treatment. Transportation ecological technology developed fast with 55 provincial-and-department level scientific research and promotion tasks completed over the past five years and “Four News” highway technology in the lead represented by cold recycled technique of foamed asphalt; Huzhou energetically promoted new energy and clean energy, with the most LNG buses, double-fuel and blade electric taxies, specialized ships in Zhejiang; 46 ETC channels were built, over 40 thousand users were attracted and networking operation in Yangtze River Delta area was realized.
——All-round breakthrough in transportation comprehensive reform. Opinions of Huzhou Transportation System on Further Deepening the Reform was formulated and implemented. Over the past five years, a new round of government departments reform was carried out smoothly, railway as well as postal service were successively included in the comprehensive transportation plan, city bus as well as modern logistics were to be managed by transportation system and the “Integrated Traffic” development pattern was initially formed; the classification reform of department-level public institutions was completed, institutions in terms of road, channel and shipping were changed from “Agency” to “Department”. Management system is optimizing, transportation construction management system has been innovated, the first transportation construction administration department in Zhejiang was established and took the lead in trying transportation construction professional management mode; planned, executed urban and rural road maintenance system reform, and delegated powers of highway authorities in two districts to lower levels, completely solving the long standing problems hindering the rural road development in the two districts; transportation project quality and safety supervision authority of 3 counties and 2 districts was established with its power covering the whole city; removed all normal highway toll stations in Huzhou and properly transferred the staff to other positions. Administrative approval efficiency increased continually and transportation administrative approval system reform was promoted with 121 transportation approval items cancelled or handed to lower levels, all non-administrative approval items cancelled and the administrative approval efficiency increase reaching over 70%. Online handling is applicable to all matters.
(II) “Five Progresses”
——Transformative progress in transportation guarantee capacity. Over the past five years, all transportation methods strengthened their connection to actively face difficulties and challenges brought about by structural adjustment and comprehensive transportation production shows the feature of reduced amount and higher quality. During the “12th Five-Year Plan” period, the number of passengers of highway and waterway transportation reached 402 million and the turnover was 13.81 billion passenger kilometer, an reduce of 13.2% and 17.7% respectively compared with the “11th Five-Year Plan” period; the goods transportation amount of highway and waterway transportation reached 830 million ton, and the turnover was 95.456 billion ton kilometer, an increase of 0.18% and 0.68% respectively. The waterway tourist transportation developed sharply, with an increase of 274.8% and 293.5% of passenger amount and turnover respectively compared with those in the end of the “11th Five-Year Plan” period. By the end of the “12th Five-Year Plan” period, the numbers of passenger cars and good vans increased by 7% and 18% respectively compared with the “11th Five-Year Plan” period, among which middle and high ranking passenger cars account for 71.4%, heavy truck, vans and professional truck account for 44.7% together; the transport capacity of all ships in operation reached 1.485 million deadweight ton and the average tonnage of ships was 331.6 deadweight ton, ranking first in Zhejiang in the total capacity and average tonnage. ——Significant progress was made in transportation logistics development. During the “12th Five-Year Plan” period, the value added in the logistics industry reached RMB 32 billion Yuan, accounting for 8.6% of the added value of the tertiary industry in Huzhou. The logistics park plan of Huzhou of “Three Parks and Six Centers” was basically formed, with 2 comprehensive parks and 3 logistics centers built in the past five years; Deqing Linhang Logistics Park and Changxing Comprehensive Logistics Park were listed to be national outstanding logistics parks and provincial logistics model parks with Changxing Comprehensive Logistics Park being one of the 6 national logistics demonstration bases. Owning 36 2A (or above) logistics companies, Huzhou is in the lead in the total number of these companies and the competitiveness of its waterway transportation companies has been strengthened substantially with the transport capacity of 6 companies exceeding 10 thousand tons. Logistics developed fast towards informatization, and the “1+3” development pattern with the Huzhou sub-platform of LOGINK as the core, three information platforms including logistics parks, logistics companies and industry management as assist was basically formed.
——Optimized progress in the maintenance and management level. Based on the principle of “road condition conquers”, PQI of Huzhou normal national and provincial roads ranked first for four continuous years with fine roads accounting for 98.1%. Huzhou has been receiving highway “National Check” of communication department for three times continually since 2005, and achieved remarkable results. Management of road administration and shipping administration has been strengthened, with 104 thousand illegal cases investigated and handled over the past 5 years and rate of overweight cars on road reduced to lower than 4%. Service infrastructure alongside roads and channels were further improved, with three-star (or above) service area accounting for 87.5%, the first normal national road service station nationwide —— National Highway 318 Service Station built, the first provincial road service station in Zhejiang - Qingshan Highway service station built and 4 comprehensive water ship service areas constructed and put in use.
——Steady progress in “Safe Transportation” and emergency guarantee system construction. Huzhou strictly performed safety management, thoroughly carried out activities including “Safety Quality Year” and “Safety Production Specification Year” and promoted safety production standardization. Over the past five years, no major (or above) safety production accident happened and the three major indexes declined year by year. Emergency infrastructures including Huzhou comprehensive transportation emergency command center were set up, and two professional emergency teams of highway and waterway were established, fulfilling difficult tasks such as heavy snow relief and typhoon and flood resistance. Huzhou highway emergency bridge construction team was awarded the title of “Zhejiang Transportation Emergency Bridge Construction Vanguard” by Zhejiang Communications and in the year of 2014, our department was awarded the title of national “Safe Transportation” demonstration unit by Ministry of Transport, being the only one in Zhejiang.
——Standardized progress in the construction of transportation party building team. The construction of transportation “Fine Party Group” was conducted. Department Party Committee was awarded the title of outstanding county-or-agency level theoretical study group through “Two Constructions of Fine Party Group”. The establishment of transportation team was given much focus, with training in rotation offered to law enforcement officer in the system, cadre internet academy firstly adopted by municipal departments, “Transportation Lecture” created and 4 people recognized to be the provincial “151” level-three talents. Based on the creation of the most beautiful industry, the whole system has created 1 national civilized unit, 1 national pioneer worker unit, 1 national youth civilization unit, and 9 provincial civilized units. According to the principle of strict management of CPC and strict administration, the subject responsibility and supervision responsibility was fully performed and regular education system and standard management mode were basically formed. Huzhou Water Transportation Culture Exhibition and Anji Highway Culture Exhibition were set up, two Staff Games and the first award ceremony of “10 Most Beautiful Transportation People” were successfully held, Huzhou Transportation Writer Association was established and the cultural atmosphere of the industry is getting thick.
Huzhou transportation system actively adapted to the economic “New Normal”, put every effort to tackle difficulties and maintained the sound industry development trend according to the requirement of “Unlimited Practice and Innovation Exponent” in the year of 2015. First, “Big Investment” was carried out serving the whole economy. The scale of transportation effective investment was expanded based on the target of “Steady Growth” with a record high of RMB 6.3 billion Yuan of transportation infrastructure construction (excluding railway) achieved in 2015; Second, “Big Project” started for comprehensive transportation. Extended section westwards of Shanghai-Jiaxing-Huzhou Expressway successfully came into operation, major breakthroughs were made in projects such as rebuilding and expansion of Hangzhou-Nanjing Expressway, Hangzhou belt west complex line, rebuilding of Huzhou section of the Grand Canal from Beijing to Hangzhou, extended section westwards of Changxing-Huzhou-Shanghai Channel, and the progress of some projects was accelerated, including extended section northwards of Hangzhou-Changxing Expressway, rebuilding of Deqing section of National Highway 104, as well as National Highway 104 Wuyi Bridge, realizing the all-round progress in Huzhou comprehensive transportation network. Third, “Demonstration Zone” was established according to national strategy. The “National Inland Waterway Transportation Transformation Demonstration Zone” was successfully set up in Huzhou and was listed to be a key pilot project of comprehensive reform in Zhejiang of Ministry of Transport. Over the past year, key researches of Municipal Government and key proposals of Municipal Political Consultative Conference were carried out and handled successively, Construction Plan of Inland Water Transportation Transformation Development Demonstration Zone was formulated, and the formulation of Huzhou Port-surrounding Industry Development Plan was in preparation. A total of 185 thousand target boxes of inland container were delivered last year, a 53% increase year on year. Fourth, “traffic jam” issue was thoroughly handled to ensure the people's livelihood. Another 229 buses were put in use, 51 bus lines were adjusted and optimized, 6 new bus stations were constructed, new preferential policy for bus pass business was introduced, a total of 224.5 km of rural highway was rebuilt, and the traffic circulation index in both urban and rural areas greatly improved. Fifth, green transportation was created and “Ecology +” was put into practice. The “Green Transportation City”, Huzhou, was nominated to be one of the 6 pilot cities in Zhejiang, and Anji County was chosen to be the only “Green Transportation County” provincially; environment renovation of “Two Sides of Railway and Highway” was paid much attention, green transportation system was created and yellow-label cars handling task and the disassembly task of small and old ships were completed in advance. Sixth, cohesion was emphasized to “Create the Most Beautiful”. The reform difficulty handling work was comprehensively carried out based on the 6 key reforms tasks of Huzhou determined by Zhejiang Communications; the most beautiful people were discovered continually and the most beautiful stories were told to create the image of beautiful people, beautiful window, beautiful moral culture through two demonstration projects of “the most beautiful window” and the most beautiful industry demonstration county. |
