During the"11th Five Year Plan" period, Huzhou transportation industry has fully executed the development strategy of "enforcing strength, increasing vitality & attractiveness and striving for development", roundly promoted the "Three Constructions" of modern transportation, innovated and followed the trend, and completed the major target tasks determined in the "11th Five Year Plan" based on the scientific view of development and the aim of creating a modern ecological lakeshore city, presenting some major features such as significantly improved infrastructure, fast developing modern logistics, ground-breaking port construction, successful ecological construction and continual new progresses in industry management and legal construction. It was the period that has witnessed the most transportation infrastructure projects and largest investment scale, during which five years the transportation industry developed fastest with strongest reform. It was also a period when the scientific view of development exerted the most influential effect on transportation work and people were most benefited. A new situation of Huzhou transportation development was created, bringing positive effect on the sound and fast development of Huzhou social economy. Chapter I. Transportation Development Achievements during the "11th Five Year Plan" Period I. Infrastructure (I) Highway During the"11th Five Year Plan" period, focused on "big highway network" construction, construction of three major highway network has been vigorously carried out with 4,845.3 km highway newly built, among which 178 km was express way, 73.7 was level-one highway, 189.4 was level-two highway and 4,404.2 was level-three (or below) highway. By the end of 2010, the mileage of Huzhou highway has reached 7,890.1 km, including 264.1km of express way, 347km of level-one highway, 462.5 km of level-two highway, 330.6 km of level-three highway, 5,739.3 km of level-four highway and 746.6 km of substandard road. The highway network density was 135.6 km/ 100 km2, an increase of 52.3%compared with that in the end of the"10thFive Year Plan" period. A total of 178 km of express way was newly built and a group of expressway projects were successively completed including Shanghai-Jiangsu-Zhejiang-Nanjing Expressway, Shanghai-Jiaxing-Huzhou Expressway, Huzhou section of Shanghai-Jiaxing-Huzhou-Hangzhou Expressway as well as the section from Ancheng to Si'an of Hangzhou-Changxing Expressway, realizing the target of expressway covering every county and district. The expressway network of "Three Verticals and Two Horizontals". 36 national & provincial highways and important county roads covering 471.6 km were rebuilt, including the section of National Highway 104 crossing downtown, the section from Wangjiazhuang to Tangsheling of 11 provincial roads, Meibaixian section of 10 provincial roads. Normal national highways are in accordance with level-one highway standard, and level- two (or above) normal provincial roads cover a total of 196.9km, accounting for 68.6% of mileage of normal provincial roads, realizing the smooth connection between arterial highway, expressway and rural highway. At the end of 2005, highway coverage rate in rural areas and the road surface hardening rate in rural areas both reached 100%, and based on the fact that buses were made available in every administrative village at the end of 2006, a trend of village-connecting highway network construction started in 2007, with 1,334 km of village-connecting highway built, mileage of village highway reaching 4,061 km and the degree of rural highway network dramatically improved. Through renewed idea and optimized maintenance methods, the concept of "highway of five types" was integrated with highway maintenance for comprehensive refined maintenance. As a result, the road condition was roundly optimized, the road traffic capacity was largely improved, the function and quality has met various road transportation requirements and the road quality was fully improved. Fine normal national highway and provincial road account for 90% and fine expressway accounts for 95%.

Note: according to the requirement of highway census, village road mileage has been included in the total highway mileage since 2006. (II) Highway Stations 1. Passenger Transportation Station During the "11th Five Year Plan" period, 20 passenger transportation stations including Zhebei Expressway Passenger Transportation Station and Changxing Bus Station have been established, another 110 thousand km2 has been used for parking lot, 1,501 harbor-shaped bus stops have been newly constructed and the construction of Huzhou comprehensive transportation hub has started. By the end of 2010, there were a total of 43 passenger transportation stations at all levels in Huzhou, and station facilities were further improved. 2. Freight Transportation Station During the "11th Five Year Plan" period, 8 large-scale professional goods transportation stations including Huzhou Xinda International Logistics and Changxing Jietong Logistics have been established. By the end of 2010, there were a total of 10 road freight stations in Huzhou, among which 6 were in Huzhou, one in Deqing and 3 in Changxing, realizing the transformation of freight transportation industry from decentralized operation towards intensification and professionalization. (III) Inland Water Transportation During the "11th Five Year Plan" period, targeted at the construction of the high-efficiency inland water transportation system of "Five Main Channels, Five Sub-channels, One Port and Six Districts", through construction of high-level inland water transportation channel network, focused on port resource integration and inland port function perfection, the construction of inland water transportation has witnessed a total of 174.6 km of channels rebuilt and 68 ports newly built. By the end of 2010, there were 120 inland channels covering 1,171.5 km, among which level-three channels covered 77.4 km, level-four 207.3 km, level-five 94.6 km, level-six 192.6 km, level-seven 115.4 km and channels below level seven 484.2 km. The channel density reached 20.1 km/ 100 km2, ranking second among all cities in Zhejiang. High-level channels (above level 4) covered 284.7 km, accounting for 24.3 of the total mileage, ranking first provincially. There were 1,109 port berths with the annual handling capacity being 138 million tons. The inland water transportation network is growing mature with a stronger handling capacity and better service function. (IV) Railway During the "11th Five Year Plan" period, construction of Huzhou section of Nanjing-Hangzhou High-speed Railway has started with an investment of RMB 7.23 Yuan. Nanjing-Hangzhou High-speed Railway is not only an important part of national high-speed railway network, but also an inseparable part of the intercity railway network in Yangtze River Delta area. The designed speed of the project is 350km/h, covering a total of 248 km, among which 77.5 km is in Huzhou, with an investment amount of RMB 10.9 billion Yuan. Its construction will make great contribution to the perfection of the intercity railway network in Yangtze River Delta area, development of Southern Jiangsu and Northern Zhejiang, the integration process of cities alongside and realization of the sustainable development of Yangtze River Delta area. (V) Pipeline During the "11th Five Year Plan" period, Huzhou section of Jinshan-Jiaxing-Huzhou oil pipeline covering 42 km has been developed; Huzhou section of gas pipeline for gas transmission from Sichuan to East covering 98.5km has been developed; connecting part of Hangzhou-Jiaxing gas transmission pipeline in Huzhou covering 200m has been developed, Anjia sub-pipeline and Nanxun sub-pipeline of Hangzhou-Jiaxing gas transmission pipeline covering 50.6km and 18.9km respectively were developed. (VI) Investment Completion The period of "11th Five Year Plan" was a period with a large-scale construction and the heaviest investment in Huzhou transportation deployment history, during which five years RMB 28.16 billion Yuan, 2.05 times as much as that during the "10th Five Year Plan" period, has been invested in highway, railway, waterway and pipeline development, among which RMB 16.35 billion Yuan was invested in highway construction (RMB 7.737 billion Yuan in expressway, RMB 6.52 billion Yuan in arterial highway, and RMB 2.089 billion Yuan in rural highway), RMB 7.23 billion Yuan in railway construction (mostly in Zhejiang section of Nanjing-Hangzhou High-speed Railway), RMB 2.536 billion Yuan in inland channels and port construction, RMB 800 million Yuan in station construction and supporting facilities, RMB 614 million Yuan in logistics base construction and RMB 630 million Yuan in pipeline construction. II. Transportation Service (I) Transportation Production 1. Highway Transportation Highway Passenger Transportation: in 2010, the passenger transportation volume and turnover volume of passenger transportation were 99.38 million passengers and 33.2719 billion passenger kilometer, which two have increased by 5.6%and 2.5% respectively during the "11th Five Year Plan" period. Highway Freight Transportation: the volume of highway freight transportation increased dramatically, further rising its position in comprehensive transportation system. In 2010, the freight transportation volume and turnover volume of freight transportation were 67.98 million tons and 3.837 billion ton kilometers, which two have increased by 4.8%and 10.7% respectively during the "11th Five Year Plan" period.

Waterway Transportation In 2010, the waterway passenger transportation volume and turnover volume of waterway passenger transportation were 256 thousand passengers and 1.6336 million passenger kilometers, which two have increased by 26% and 27% respectively during the "11th Five Year Plan" period; In 2010, the waterway freight transportation volume and turnover volume of waterway freight transportation were 113.10 million tons and 17.5 billion ton kilometer, which two have increased by 6% and 6% respectively during the "11th Five Year Plan" period. 3. Port Handling Capacity In 2010, the goods handling capacity of Huzhou Port was 144 million tons, which has increased by 5% annually during the "11th Five Year Plan" period. Table 1-5 Port Handling Capacity Development in Huzhou during the "11th Five Year Plan" Period
(II) Transportation Equipment 1. Highway Transportation Equipment Highway Passenger Transportation: the number of commercial passenger cars and seats increased from 3,065 and 49,935 in the end of the "10th Five Year Plan" period to 3,350 and 68,309 in 2010, with an annual increase of 1.5 % and 6.5 % respectively. The cars include 1,316 route cars, 184 traveling cars, 231 school buses and 1,501 taxies. The number and proportion of middle-and-high level route cars increased from 758 and 49.87% respectively in 2005 to 807 and 61% respectively in 2010, with an average annual increase of 1.3 % and 1.4 % respectively. Freight Passenger Transportation: the number of commercial freight cars and dead weight capacity increased from 13,041 and 41,781 tons in the end of the "11th Five Year Plan" period to 15,751 and 74,596 tons in 2010, with an increase of 3.9 % and 12.3 % respectively. The proportions of heavy trucks, special freight cars and vans increased 9.6%、0.6%and11.6% compared with 2005. 2. Waterway Transportation Equipment By the end of the "11th Five Year Plan" period, there were 5,564 commercial freight transportation ships in Huzhou, with 1.427 million deadweight tons and an average 260 deadweight tons for each ship. The transport capacity amount and average deadweight ton increased by 47.1% and 66.7% respectively compared with those in the end of the "10th Five Year Plan" period. There were 3,229 200-tonne (or above) commercial ships, with 1.137 million deadweight tons, accounting for 58% and 80% of the total amount respectively. The tonnage of a single ship can be as much as 900 deadweight tons. The average age of recorded ships was reduced to 7 years and the standard rate of inland ships improved to 90%. III. Support Guarantee (I) Legal Construction During the period of the "11th Five Year Plan", the whole system paid much attention to legal construction, and thoroughly implemented national transportation industry laws and regulations. Through theory study, regulation perfection and government affairs publicity, the construction of administrative law enforcement team was further strengthened, the ability to make decisions and take actions according to law of administrative law enforcement team was further improved. Administrative law behavior was thus regulated, marking another step towards law-based administration. (II) Scientific & Technical Innovation During the period of the "11th Five Year Plan", based on the principle of "technology promotes transportation", the whole system freed their mind, forged ahead with determination, studied key technologies and modern management methods that will help with transportation development breakthrough, and optimized and promoted scientific & technological resources, achieving some significant results and making technology contributions to transportation construction. During the "11th Five Year Plan" period, a total of RMB 11.42 million Yuan has been invested to complete the promotion and application of 16 transportation technological projects and 28 technological results of Zhejiang Communications. Huzhou transportation is in the lead in a group of researches and their application including bridge jacking-up technique, the smart quantification system of road transportation administrative punishment, asphalt pavement in-place cold regeneration technology, which technologies has played an important role in transportation development, bringing sound social and economic effect. (III) Talent Cultivation During the "11th Five Year Plan" period, the whole system deepened the concept that talent resource is the most important resource, promoted the "Talent Project" construction, paid more attention to the strategy of "stronger transportation system through talent", emphasized on the cultivation of the scientific development ability of cadres and staff, cultivated and improved their ability to analyze the situation and grasp opportunities, as well as the ability to conduct innovative work according to policies. By the end of the "11th Five Year Plan" period, there was 1 level-1 "283 Outstanding Talent", 5 level-2 "283 Outstanding Talent", and 32 level-3"283 Outstanding Talent". The ratio of high, intermediate and primary level technical staff was 1:4:9, with all people holding a professional certificate at the end of the year and the number of high-skilled talent reaching 330. (IV) Information Construction During the "11th Five Year Plan" period, huge progress was made in the development of transportation administrative affair information resource, business application system construction achieved primary success, management efficiency and transportation information service level was remarkably improved, and transportation informatization was adopted in all fields including transportation construction, management and service. Information service has obtained the obvious result. (V) Safety Guarantee During the "11th Five Year Plan" period, aimed at the construction of "Safe Transportation", based on the principle of "safety-oriented, precaution-focused and comprehensive handling", the whole system vigorously carried out potential safety hazard check and handling, and formulated, optimized various transportation emergency plan. Its emergency capacity was thus greatly improved, praiseworthy results were achieved in emergency team construction in basic level, emergency resources allocation, and coordination with government professional emergency people at all levels, the transportation emergency guarantee ability when faced with typhoon, drought, flood, storm, snow, and freezing weather was constantly strengthened, and the industry safe production trend was maintained. (VI) Clean Government Construction During the "11th Five Year Plan" period, the whole system formulated and introduced Establishment and Perfection of Corruption Precaution and Punishment Work Program through Education, System and Supervision, and Execution Plan of Huzhou Transportation System to Establish and Perfect Corruption Precaution and Punishment Work Program 2008 – 2102, constantly improving the precaution and punishment system. Focused on renovation of project construction key problems, commercial bribe and private coffer, the whole system carried out special renovation, solved prominent problems, kept strengthening precaution and supervision, innovated in incorrupt government construction, initiated clean post risk control system, took precaution measures at the source, and maintained a good trend of combat corruption and upheld integrity from beginning to end, offering strong political and discipline guarantee for the healthy development of transportation industry. |
