Future Vision

The year of 2016 marked the beginning of the final phase of the “13th Five Year Plan” period to build an all-round moderately prosperous society as well as the year to tackle difficulties to promote supply-side structural reform. The development of transportation should be based on five development ideas and stick to the basic trend of steady growth. Transportation work should be carried out from the following eight aspects according to the “Four Years” activity:

(I) Another trend of transportation construction prevails through major projects. Except for the high-speed projects, there were 39 new or continued transportation projects in 2016 with an expected investment of RMB 7.5 billion Yuan, which was likely to keep setting another new transportation investment “record” for 3 continuous years. Among the investment, RMB 3.23 billion Yuan was expected to be invested in projects including extended section westwards of Shenjiahu Expressway, rebuilding of Nanjing-Hangzhou High-speed Railway, extended section northwards of Hangchang Expressway, Tianzihu interchange of Hangchang Expressway, and Luoshe interchange of Nanjing-Hangzhou High-speed Railway, which three were basically completed; RMB 2.3 billion Yuan was expected to be invested in projects including rebuilding of Deqing section of 104 national road, 104 national road Huzhou Wuyi Bridge, section from Nanxun to Wuxing of 318 national road, Hushan Avenue, section from Changxing Port to Lvshan Highway of Southern Taihu Industry Cluster District, renovation of section from Yizita, Anji to Wangjiazhuang Highway of S306 provincial road, which three has just started; RMB 820 million Yuan was expected to be invested in waterway projects including rebuilding of Huzhou section of the Grand Canal from Beijing to Hangzhou, extended section westwards of Changhushen Channel and three port-surrounding parks; RMB 670 million Yuan was expected to be invested in projects of the construction of 80 km of rural highway network and the upgrade of 180 km of rural highway based on the “Four ‘Ten Thousand’” project so as to steadily promote the rural highway improvement project; RMB 480 million Yuan was expected to be invested in 6 projects of stations and logistics.

(II) The economic development of port-surrounding area was promoted according to the principle of “city development through waterway transportation”. The system has strengthened the leading role of planning, completely formulated the development plan of port-surrounding area, accelerated the process of determining key projects so as to form a port-surrounding industry plan system led by overall plan and based on controlled regulation of port zones, offering strategic guidance for the development of port-surrounding industry. Support for companies including Anji-SIPG, Changxing Jietong, Deqing Detai and Nanxun Xinda was maintained, and delivery route and coverage scope were further expanded, aiming at an inland container handling capacity of over 250 thousand target boxes in 2016. Policies related to inland transportation development were researched and actively introduced to vigorously promote the integration of river transportation and sea transportation so as to attract more goods to be delivered via waterway and containers instead of highway and bulk boxes. Various multimodal transport such as “railway-waterway” and “highway-waterway” were encourage, exchange and cooperation with Shanghai Port, Zhoushan Port of Ningbo was strengthened to develop multimodal transport of river transportation and sea transportation and to create a new situation for foreign economic cooperation of Huzhou port-surrounding areas.

(III) Modern logistics transform towards intensification was promoted. Huzhou Transportation actively connected with the “Three Ports and One Platform” of Zhejiang Communication to further promote park construction, transform transportation structure and create a comprehensive logistics gathering platform. Construction of Huzhou Comprehensive Logistics Park was initiated, construction and operation of logistics parks including the second phase of Deqing Linhang Park, the second comprehensive phase of Changxing Park promoted so as to gather elements and resources such as logistics companies and facilities in the parks and to complete the annual investment goal of RMB 1 billion Yuan. Cooperation between logistics and manufacturing, commerce, e-commerce was promoted, with 5 e-commerce logistics projects developed and service platforms including logistics storage distribution center, e-commerce integration, e-commerce logistics parks established to further optimize the distribution of logistics resource. Construction and operation of logistics public information platform was accelerated, platform function was perfected and was gradually going to connect upstream and downstream firms as well as related information platforms. Safeguarded by the multi-department connected service system, coordination between departments and industries was strengthened to introduce systematical logistics support policy and optimize logistics project library management and key support mechanism. Minsheng Logistics was actively developed to improve urban and rural delivery service, express mail service was further developed and service brands were strengthened to expand business volume, aiming at 150 million deliveries.

(IV) Traffic congestion management was deepening orientated by people’s livelihood. According to the overall target of “obvious improvement of traffic congestion, and remarkable increases in people’s satisfaction”, “three major points” were prioritized: first, priority was given to public buses, with the coverage of bus lines further expanded, bus handling capacity risen, bus age declined and transfer index reduced to form a new bus station distribution pattern with reasonable allocation and clear function. Over 35 bus lines was expected to be developed or optimized, over 80 buses added or renewed, 4 bus stations established and 120 harbor-shaped bus stations built in 2016. Second, road network and parking system were improved to accelerate construction of city expressway and pedestrian crossing facility as well as congestion area renovation, promote special parking lot construction and community parking lot rebuilding, perfect slow-moving traffic system and smart dispatch platform so as to solve the problem of driving and parking. Third, strict management and civilization education were conducted to further achieve consensus, promote the participation rate of the whole society and strive to improve the city transportation order. In the year of 2016, another 2% of citizens were expected to choose buses in downtown area and the city transportation satisfaction was 

expected to exceed 80%.

(V) Industry stability was maintained by focusing on safety emergency. Special attention was given to transportation safety production and the safety production objective management responsibility system was wholly implemented to cover the whole range of safety production matters. Companies entity responsibility was strengthened, standard assessment of safety production standardization was thoroughly carried out to further improve company security and honesty assessment system. More efforts were put to industry management, and based on three safety production indexes, major potential risks were supervised openly to ensure the “Five Completions” in renovation measures, responsibility, fund, time limitation and plan. Project safety quality supervision measure innovation was encouraged to promote construction of safe site demonstration and safety warning and precaution. The long-term overload control and “anti-crime” mechanism requiring cooperation between departments was perfected to strictly fight against illegal commercial activities, strengthen source management and maintain a high-pressure market management. Emergency management was further improved with focus on G20 Hangzhou Summit transportation guarantee to comprehensively complete various systemic and targeted plans in a high-level and strict way so as to improve the ability of emergency processing and risk control.

(VI) Management innovation was encouraged to create a smart ecological transportation. Huzhou green transportation “13th Five Year Plan” was implemented according to the principle of “National Green Transportation City”, and various projects of “National Ecological Civilization Demonstration Zone” were promoted. “Two Sides of Railway and Highway” and “Five Water Work” was emphasized, water and air pollution control was carried on in a strict way, process of road environment treatment and small & scattered frontage treatment was accelerated with 200 county road environment treatment targets achieved. “Beautiful Highway” construction was deeply carried out with insistence on road building and landscape creation simultaneously, the “Cleaning, Afforestation and Beautifying of Four Sides” was comprehensively deepened to create an “unblocked, safe, comfortable and beautiful” passing condition. Smart transportation construction was promoted to turn internet thinking into transformation development engine, 6 researches at provincial level (or above) were completed, and priorities were given to projects study including transportation emergency system, smart public transportation platform, logistics information platform and highway emergency “drone”. Dependent on existing information platform, organization and operation of comprehensive transportation control center was further improved and promoted to strengthen connection between municipal emergency control center and county-or-district level emergency control platform so as to improve the smart transportation control and emergency treatment ability.

(VII) Problem-solving during reform was deepened, and level of traffic ruled by law was improved. Based on the aim of improving service, standardizing management, securing people’s livelihood, all resources were integrated to deepen the transportation comprehensive reform, further understand the transportation industry management mechanism, perfect project construction coordination mechanism and policy handling acceleration and supervision mechanism, promote transportation marketization reform and government purchase service reform study so as to basically complete the 6 pilot tasks of comprehensive transportation reform assigned by Zhejiang Communication and develop some reproducible expertise. The “Four Lists and One Net” reform was deepened to further streamline administration and delegate power to the lower levels and strengthen follow-up supervision, so as to ensure high-efficiency and standard operation of transportation administrative approval and other power matters. Construction of transportation ruled by law was promoted to establish a sound policy system, decision execution system, comprehensive law enforcement system, power operation restriction system, dispute resolving system and legal construction guarantee system, resulting in the execution of transportation public power completely ruled by law.

(VIII) Cadre team construction was promoted according to strict requirements. Effort for cadre cultivation was strengthened, a new round of training in rotation offered to law enforcement officer in the system was carried out, and technical group study for young cadre born after 1985 was launched; three tasks of “projects led by party branch, special brands construction and annual report by secretary” at basic CPC departments were promoted to improve the level of standardization construction; the activity of the most beautiful industry “Perfection Year” was carried out to boost the most beautiful window service standard, deepen the impact of the most beautiful transportation people on society and expand the scope of the most beautiful industry to cover transportation staff. Talents were given much attention, with the establishment of Huzhou Traffic Technician Institute to promote the integrated development of industry, education and research. Achievements of CPC mass line education and “Three Stricts and Three Honests” were consolidated and ideological and political construction of the leading group as well as construction of “Fine Party Group” were paid special attention to; discipline and regulations were kept in mind to put “Three Stricts and Three Honests” in practice, and Incorruptibility and Self-discipline Criteria of Communist Party of China and Disciplinary Punishment Regulation of Communist Party of China were thoroughly implemented to strengthen supervision and restriction of power operation, and to deepen the construction of work style as well as professional ethos so as to realize strict construction of the party conduct and of an honest and clean government, active correction of the atmosphere and discipline in the governments, continuous education in party discipline, creating a clean and honest transportation department image.
